The Hataman-Dumarpa Anti-Discrimination Bill

Rep. Mujiv Hataman of AMIN Party List and Rep. Faysah RPM Dumarpa of Lanao del Sur had filed two different bills on anti-Discrimination. Their bills are now being consolidated into one.

Jamiri, 2 others recant affidavits on House blast

Inquirer.net photo grab: Jamiri Presscon MANILA, Philippines -- Former Basilan town mayor Hajarun Jamiri and two others have retracted their statements over the bombing at the House of Representatives last November.

The explosion killed Basilan Representative Wahab Akbar and four others.

In his first affidavit, former Basilan town Mayor Hajarun Jamiri claimed that Akbar was the target of the blast and had tagged Anak-Mindanao Representative Mujiv Hataman as the mastermind.

But in his affidavit of recantation submitted Monday during the preliminary investigation at the Department of Justice (DoJ), Jamiri alleged that he had been tortured by the military to force him to confess.

Aside from Jamiri, Adhan Kusain and Caidar Aunal also submitted their affidavits of recantation, claiming that they were under duress when they signed their first testimonies.

3 Batasan blast suspects claim torture, withdraw statements

Three suspects in the November 13 blast at the Batasan Pambansa in Quezon City on Monday recanted their statements linking Anak Mindanao Rep. Mujiv Hataman, his brother Jim, and former congressman Gerry Salapuddin in the explosion that killed Basilan Rep. Wahab Akbar and four employees of the House of Representatives.

Hajarun Jamiri, former mayor of Tuburan, Basilan, Adham Kusain, and Caidar Aunal said their statements on the alleged involvement of the Hataman brothers and Salapuddin in the blast "were made under duress."

Jamiri told reporters during a press conference that he was tortured and forced to sign an affidavit implicating the Hatamans and Salapuddin.

Jamiri claimed that he was forced to testify against the Hatamans and Salapuddin after policemen under the CIDG, beat him. He claimed that he was also tortured from the time of his arrest on November 19 until the next day. He said his private parts were electrocuted.

Police arrested Jamiri in San Andres, Manila, for illegal gun possession. A .45-caliber pistol was recovered from him. Police reportedly recovered an improvised explosive device, supposedly intended for Akbar, in Jamiri's apartment in Manila.

Jamiri formally recanted his statement at the Justice department Monday afternoon. He was charged for illegal possession of firearms and is now out on bail.

"It is not true that the order to kill Congressman Akbar came from Mujiv Hataman and Jim Hataman," he said through lawyer Eduardo Arriba.

Hajarun Jamiri, former mayor of Tuburan, Basilan, and a suspect in the November 13 blast at the Batasang Pambansa, recanted his statement on Monday linking Anak Mindanao Rep. Mujiv Hataman, his brother Jim, and former Rep. Gerry Salapuddin in the explosion.

Jamiri told reporters during a press conference Monday morning that he was tortured and forced to sign an affidavit implicating the Hatamans and Salapuddin.

He formally recanted his statement at the Justice department Monday afternoon.

Police arrested Jamiri last November 20 in San Andres, Manila, for illegal gun possession. A .45-caliber pistol was recovered from Jamiri.

Police reportedly recovered an improvised explosive device, supposedly intended for Akbar, in Jamiri's apartment in Manila.

Jamiri, a suspect in the Batasan explosion, earlier submitted an affidavit that pointed at the Hatamans and Salapuddin to a plot to assassinate Basilan Rep. Wahab Akbar, who was one of the five fatalities in the November 13 blast.

One of the alleged masterminds in the Batasan Pambansa Complex bombing yesterday accused the Philippine National Police (PNP) of torturing its witness to force him to execute an affidavit that would link him and another political figure from Mindanao in the bomb blast.

Anak Mindanao party-list Rep. Mujiv Hataman, in a privilege speech, noted that former Tuburan Mayor Hajaron Jamiri had been severely tortured by the Criminal Investigation and Detection Group (CIDG) in order to implicate him and former House Deputy Speaker Gerry Salapuddin in the Nov. 13 blast that killed Basilan Rep. Wahab Akbar and four other legislative employees.

The party-list lawmaker’s brother Jim, who lost to Akbar in the May congressional elections, was also implicated.

“According to the relatives of Jamiri, he was beaten up, electrocuted and made to suffer different forms of torture just to pin down and implicate them,” Hataman said.

The lawmaker, armed with a picture of Jamiri, said it is clear that the markings of torture are all over the hands, nipple and various parts of the body of the police witness.

Hataman said as of press time Jamiri is being examined by a medico legal doctor to prove that he has been tortured.

He also appealed to the CIDG to stop the alleged practice of torturing witnesses even as he called on Jamiri to come out and expose the police.

PNP: Nothing vs Hataman, Salapuddin without Jamiri testimony

The Philippine National Police admitted Wednesday that it doesn't have anything against Anak Mindanao Rep. Mujiv Hataman and former Basilan representative Abdulgani "Gerry" Salapuddin except the testimony of former Tuburan mayor Hajaron Jamiri which linked them to the Batasan Pambansa Complex bombing last month.

Director General Avelino Razon Jr., PNP chief, said the Criminal Investigation and Detection Group (CIDG) doesn't have physical evidence to support Jamiri's testimony against the two political enemies of the late Basilan Rep. Wahab Akbar, who was killed along with four others, after a bomb planted on a motorcycle exploded inside the Batasan complex last November 13.

Razon said he is hoping that Jamiri would not backtrack on his testimony that directly linked Hataman and Salapuddin in the bombing, which the police said was intended for Akbar.

"[What we have against Hataman and Salapuddin] are mostly based on testimonial evidence. Wala po tayong pinanghahawakan sa aspetong 'yon na physical evidence kaya medyo purol ito kapag bumaligtad iyong nagsabi nitong testimony nito e mababaligtad din po ang kaso (We don't have physical evidence against them; that's why the cases will be dismissed if [Jamiri] will backtrack his testimony)," Razon told dzMM.
