The Hataman-Dumarpa Anti-Discrimination Bill

Rep. Mujiv Hataman of AMIN Party List and Rep. Faysah RPM Dumarpa of Lanao del Sur had filed two different bills on anti-Discrimination. Their bills are now being consolidated into one.

ANTI-DISCRIMINATION BILL filed by AMIN Rep.Mujiv Hataman

During the re-opening of the session of the 14th Congress on November 5, 2007, AMIN Party List Representative, Hon. Mujiv S. Hataman filed a Bill Criminalizing Discrimination or House Bill 3012.

Part of the explanatory note of the Bill states that,"As part of the global community, the Philippines is aware of the United Nations declarations on religious intolerance, which have become more relevant in present times where the backlash of the September 11, 2001 has been greatly felt by Muslims all over the world. The Muslims in Mindanao and elsewhere in the Philippines are no exception. Thus, in keeping with the 1981 Declaration On The Elimination Of All Forms Of Intolerance And Of Discrimination Based On Religion Or Belief, and the 1993 Resolution on the Elimination Of All Forms Of Religious Intolerance, this Act addresses religious and other forms of discrimination.

Furthermore, "To be sure, discriminatory attitudes or practice will not be corrected by legislation alone, even penal ones like this Act to Criminalize Discrimination Against Muslims/MORO people and Indigenous Peoples. But these legislative sanctions are still part of what should be a holistic response to such discrimination and are one contribution of Congress in this fight. Approval of this bill is therefore sought."

The introduction of the anti – discrimination bill by Rep. Mujiv S. Hataman of Anak Mindanao Party List is big step in ensuring the provision in the Bill of Rights of the 1987 Philippine Constitution, particularly Article III, Section 1, which for equal protection of laws will not simply remain a law in writing but generally practiced and observed.
 
The AMIN Party List, being prime mover of said bill will launch a nationwide campaign to build a constituency in support for this Bill. Activities like forums in schools, communities and other venues will be conducted as part of the information drive of this campaign.
