The Hataman-Dumarpa Anti-Discrimination Bill

Rep. Mujiv Hataman of AMIN Party List and Rep. Faysah RPM Dumarpa of Lanao del Sur had filed two different bills on anti-Discrimination. Their bills are now being consolidated into one.

PRESS STATEMENT on HOUSE RESOLUTION NO. 578

Hon. Mujiv S. Hataman of Anak Mindanao Partylist filed a resolution today, May 12, 2008, expressing the Sense of the House on the pull out of the Malaysian Contigent from the International Monitoring Team and joins the Appeal to the Malaysian Government to continue its engagement in the said International Monitoring Team and Support to the Process between the government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF).

Based in Mindanao, the International Monitoring Team (IMT) was formed by the Organization of the Islamic Conference (OIC) to facilitate and negotiate peace process between the GRP and the MILF, more importantly in monitoring both parties adherence to ceasefire agreements.

Apart from supporting the peace talks, IMT has saved many innocent lives and prevented massive destruction in Mindanao because their effective presence decreased the number of armed conflicts in the Region.

The consequence of IMT’s first pull – out of 21 Malaysians has already been felt, leading to the closing of down of the IMT’s four (4) teams, resulting to the absence of more peace monitors in the provinces of Sulu, Tawi – Tawi, Basilan, Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, Lanao del Sur, Lanao del Norte, South Cotabato, Sarangangani and Davao provinces.

Alarmed and threatened for the safety of our brothers and sisters who will be directly affected by the International Monitoring Team pull – out, Hon. Mujiv S. Hataman further expresses his desire for the continued engagement of the Malaysian Contingent in the International Monitoring Team.

RESOLUTION EXPRESSING THE SENSE OF THE HOUSE ON THE IMMINENT PULL OUT OF THE MALAYSIAN CONTINGENT FROM THE INTERNATIONAL MONITORING TEAM AND JOINS THE APPEAL TO THE MALAYSIAN GOVERNMENT TO CONTINUE ITS ENGAGEMENT IN THE SAID IINTERNATION MONITORING TEAM AND SUPPORT TO THE PEACE PROCESS BETWEEN THE GOVERNMENT OF THE PHILIPPINES AND THE MORO ISLAMIC LIBERATION FRONT
 
WHEREAS, since its formation, the International Monitoring Team has played a major role in the peace process between the GRP and the MILF, effectively monitoring both parties’ adherence to ceasefire agreements thereby creating a conducive atmosphere for negotiations;
 
WHEREAS, the International Monitoring Team, apart from supporting the peace talks, has saved many innocent lives and destruction in Mindanao as their presence greatly decreased the number of armed conflicts in the Region;
 
WHEREAS, reports on the ground showed that after the deployment of the International Monitoring Team, clashes between the GRP and the MILF dramatically declined from ONE THOUSAND TWO HUNDRED FIFTY SEVEN (1,257) in the span of two years alone (2002-2003) to only FORTY SIX (46) from 2004 to 2008;
 
WHEREAS, the gains achieved by the presence of the International Monitoring Team are feared to be lost in vain when the Malaysian government pulls out its contingent, the Malaysians being the head of the Team and comprising Seventy percent (70%) of the monitors;
 
WHEREAS, the dire consequences of this development is now felt as the first pull-out of 21 Malaysians alone leads to the closing down of the IMT’s Four Teams, meaning there are no more peace monitors in the provinces of Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, Basilan, Sulu, Tawi-Tawi, Lanao del Sur, Lanao del Norte, South Cotabato, Sarangani, and Davao provinces;
 
WHEREAS, while the need to look into the reasons and circumstances leading to this regrettable consequence is of utmost importance, the impending crisis warrants a more urgent action, that is, to convince the Malaysian government to continue its engagement in the International Monitoring Team;
 
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the House of Representatives expresses its sense for the continued engagement of the Malaysian contingent in the International Monitoring Team and its continued support to the peace process between the Government of the Philippines and the Moro Islamic Liberation Front.
