HATAMAN CALLS FOR THE CONFISCATION OF LOOSE FIREARMS AND THE DISTMANTLING OF PRIVATE ARMIES
Anak-Mindanao Party List Rep. Mujiv Hataman calls on President Arroyo to seriously implement her order to eliminate the proliferation of unregistered firearms and the dismantling of private armed groups which have been blamed as contributory to the worsening peace and order situation in the country.
Hataman expresses deep concern that the President’s latest order will only add to the many unfinished programs of the present administration because of lack of political will.
He stresses the need to arrest the spiraling terror and violence brought by loose firearms and unabated practice of keeping private armies, assassination squads, unauthorized bodyguards, and armed goons.
He says the broad-daylight murder of former Pasig City Representative. Henry Lanot and the continued killings of journalists, human rights activists and others senseless deaths could be attributed to the problems of loose firearms and the existence of private armies.
“We hope that the President’s order is not a palliative solution to the alarming peace and order problem and not a recycled answer every time there is a high-profile case, such as the death of Rep. Lanot. We should prevent this country to degenerate into lawlessness,” Hataman said on President Arroyo’s order to Philippine National Police Director General Arturo Lomibao to resolve the problem.
The solon also asked politicians to refrain from using private armies as it runs counter to the oath of public officials to serve the people. Last year, Hataman filed House Resolution Number 232 for the investigation of the continued existence of private armies of local politicians and the complicity of some police personnel.
Hataman endorsed legislation that would totally bar local government officials to appoint the chief of police in various municipalities to ensure objectiveness in the implementation of peace and order.
“A lot of politicians are using their influence to control the chief of police who has been indebted to local government officials like the mayor which usually hampers the implementation of the rule of law. The control and supervision of police personnel from LGU’s, must be removed” the solon said adding that local officials and police personnel relationship must focus on coordination. |
